Unfortunately, the main issue with this is that no plugin tags are treated with any special significance, nor are they monitored, reserved, or restricted. Each plugin author defines the tags appropriate to their plugin (as they see fit) in the readme.txt file. The Plugin Directory limits their tags to the first five (to prevent excessive tagging). And I believe it prevents allowing a tag archive for tags used only once (or some other small value).
There is no guidance to plugin authors on tag usage, nor enforcement in place to ensure "proper" usage. So while having meaningful and properly attributed tags for plugins would be great, currently there's nothing in place to facilitate making that happen.
Is this an active project? If yes, could the folks involved assign yourselves to this issue?
