Add page describing Test Team contributor badging process #5

The profile badge awarding process in Test Team is currently manual, but documenting the current steps will help contributors and team reps when questions arise.

Here is an example from the Training Team that describes the badge types and how they are awarded.

@ironprogrammer has a roughshod process for collecting test contributors, that with more visibility could be improved through team input.

I've begun drafting a document for this and will link to the PR sometime in the next couple weeks.
