Reduce the screenshot ratio requirement to info #398

Remove the requirement in favor of https://meta.trac.wordpress.org/ticket/5834

Display an info if the ratio is wrong on upload. https://github.com/WordPress/theme-check/blob/master/checks/class-screenshot-check.php#L64
