I've read the above and have been looking at this recently. I think there are a great number of valid points.
I think I'd like to lock in the approved budget, allow Organizers to have an editable working budget, and I agree that rather than tables a column interface would be best.
I do think we should then have a budget versus actual mechanism. this could be a 3rd column and it pulls data from ticket sales, sponsor invoices, vendor payments. and reimbursements. I could see this getting too much on one page, so maybe it could be a new tab.
@harmonyromo what do you think?
Having a calculation column or tab would be amazing and would save those reviewing payment requests so much time. That is definitely what I had in mind when picturing the column structure.

[ ] Often we have to update items in the approved budget, but once approved, there's no way to update under the Approved Budget tab, so we have to enter changes under the Working Budget tab. What we do right now in those cases is to add those changes to the Working budget, and add a private note to the WC tracker, but anyone can edit the working budget and is not reflected there. So, it’d be great if we would be able to approve a budget several times, and to track the name of the Program Manager, date, time, and when they approved it.
[ ] If there is a way we could add notes to the budget in the main Approved screen and the Working Budget screen that would be very useful. Currently, there's only a small amount of space on each line.

payment type for PayPal or other transfer service[ ] show a warning at the top of the page of the vendor payment requests/reimbursements/sponsor invoices to those events who are running the funds via their own account, that those tools are for those ones running the funds via WC Central
[ ] Add an error message when submitting sponsor invoices with non-ASCII symbols like &,`, etc. so organizers know that they can’t add any of those symbols to any single field of a sponsor invoice or payment request
