Next-Gen: Improve the base theme. #1084

We currently use Twenty-Twenty-Three as the base theme for Next-Gen events. Unlike WordCamps, Next-Gen event teams may not have access to professional design contributors. In order to maintain a higher aesthetic for these events, we should provide a nicer, slightly more opinionated base theme.
