Add jQuery 4 #16

JQuery recently released a beta version of jQuery v4. https://blog.jquery.com/2024/02/06/jquery-4-0-0-beta/ - this issue is about adding jQuery here for testing eventual inclusion in WordPress core.

Hi @adamsilverstein, updated the plugin few days ago. Could you have a look if it looks good now (and maybe install it on some test installs to do some testing "in the background"). Had to remove a lot of it as we're not testing jQuery UI and Migrate at this time.
