Build tools: Implement actions for release to plugins repository. #1

@10up have some GitHub actions to aid with deploying repositories to the WordPress plugins repo. These would be helpful to implement on this project.

An SVN username and password are required to be added as secrets to the actions settings so a syncbot account ought to be used for the purpose.
