Implement the [W] logo in the header #19

The current `/gutenberg page is a dead-end. We want the ability to navigate wordpress.org. When the button is pressed, we will navigate back to wordpress.org.

Reopening this, when you are logged out, it doesn't show up. The fix only worked when logged in.

Created a button as opposed to relying on Gutenbergs. Implemented in 454c33c3c5868134565511935cbe37a3064c1ad5.
