Implements the block handbook layout as used on Developer Resources.
Also adds a search results template matching that on Developer Resources, and changes logic blocking all searches, to allow handbook searches.
Depends on code in dotorg svn to switch to this block theme if the page is a handbook.
NOTE: Does not apply to Rosetta team handbooks like https://ja.wordpress.org/team/handbook/ yet. That will be handled in https://github.com/WordPress/wordpress.org/issues/422
