The expectation was that the sites would switch randomly on each page load. Related: https://github.com/WordPress/wporg-showcase-2022/pull/145

Just wanted to note that after 60-120 minutes, the server cache updates, and the user will see a new site. Not the ideal implementation, but there is still a level of randomness (which was intended) to what is displayed.

The cache for showcase is currently 15minutes; for the WordPress homepage it's 1 minute.
