Change file name to `dnaToRna #63

Description: File: https://github.com/CodeFlow201/DLib/blob/master/function_creation/dnaSeqToRna.ipynb The name of file is dnaSeqToRna where as for similar such files the name is dnaToRna . So I think of renaming file to dnaToRna for sake of uniformity .

I will like to work on this issue under LGMSOC
