Convert Checkbox into a compound component.

[ ] Convert to a compound component + Update documentation
[ ] Implement the changes mentioned in #1896
[ ] Update the upgrade guide
[ ] Figure out what migration path looks like
[ ] Implement code mod, if possible or help teams directly
[ ] Review our quality checks (design, a11y, documentation, engineering, developer experience)

Consider how this relates to #1053
