Enable a version check between peers and transactors

Peers and transactors should:

• provide version information in their internal communication
• check this version information when communicating with each other
• log warnings when versions do not match
• log errors when versions are not compatible
• Peers should raise exceptions when connecting to an incompatible transactor.
