Reorganize file system #101

It probably makes sense to move a lot of files around here, and to have a separate 2017/ and 2018/ directory of issues in each year, in the interests of not having a big complex home directory.

That will break a few things, notably very old Twitter posts that deep link to files on Github. For the most part we are now publishing the Wordpress blog which does have permalinks.

Again, stalebot keeping me honest. This is a series of 'git mv' commands which are harder but not impossible to do from the web ui.

The git mv commands are trivial from the command line, and this task is complete.
