Use the release process in Github to get newsletters out.

Still thinking about what the "right" approach is here. I suspect that the model should include a branch for every issue, and a release when the branch is merged. I probably need a working CI system of some kind to test (even if it's just linting the markdown). #99

This is not sufficiently complex to warrant a full new release, but I am doing work in a branch. Baby steps.
