It would be really great to could restrict some noitem permissions based on regions.

NoItem simply blocks or allows things based on the NoItem permission that a player has. If you want to deny or allow things in particular WG regions, look into a permissions plugin that is able to assign perms for players in WG region. There are also some plugins that will do just this.
