add Permission to desactivate drop #90

you shoud Make a permission node like noitem.nodroponbreak.1 that would turn off the item drop for blocks when the break.

It would enable making complex jobs for serveurs :)

sorry, my bad, thought the ticket was abandoned. And I realy need this feature because the player of my server cheat with the jobs using hopper :s
