Refactor storage setup #133

With the new file upload implementation, we can simplify the storage configuration. Without pre-signed URLs and by passing everything through the API, we can simplify:

the Docker network setup for offline use
ECS instruction on open ports (no need for 9000): https://github.com/WorldBank-Transport/Rural-Road-Accessibility#setting-up-deployment
the analysisProcess environment variables (storagehost + port)
