Set up rra-datapipeline

Basic repo that will contain:

• rra-tools
  A base image that contains most of the dependencies.
• rra-analysis
  A container that can handle the osrm conversion, routing and generation of analysis

1. build rra-tools locally
2. build rra-analysis with rra-tools as base image
3. push rra-analysis to Docker Hub
