Reintroduce the tips feature #542

@subrat-sahu during gsoc you removed the tooltip section in favor of the sidebar.

I'd propose that 1) we put that tooltip just on the other side of the overview. 2) Removing the sharing buttons on the right side, and putting the "feedback" button in the bottom right corner, but turned 90° clockwise.

Sure. I'll familiarize myself with the code base until then. Is there any other active issue BTW ?
