Deactivate irrigation processing if no ARD TIR is provided #99

In some case no ARD TIR is available and the irrigation processing failed. The ARD TIR can be not available in nominal case for example islands. In this case the ewoc_classif processor must:

log a warning by analyzing the csv file for TIR and when I try to compute it
change the config file by
- removing TIR key from inputs dict
- move to False the irrigation key
