Create an Workflow to connect Python to OpenAI #3

Use the Workflow-Updates Branch to create a modification to .github/workflows/lisa.yml

In this file, modify it so it creates a containerized solution with an API connection to OpenAI in the area specified so LISA can make a response on comments.

There are a lot of comments in the file already that could help.

We have the basic workflow functionality working, but we cannot get the Organization-Wide functionality yet. This could be a bug, or a limitation of this new beta feature of GitHub Actions.

When commenting, LISA should automatically reply, or we can set parameters around her reply, such as when she is @mentioned.
