Updates Cert to DDCC logical model structure maps and tests #91

This PR includes updates to previously submitted Cert logical model to DDCC Core Data Set structure maps. Changes include:

  1. Added concept map translations to existing structure maps.
  2. Added DIVOC TR structure map.
  3. Updated unit tests and made corrections based on results, including fixes to existing terminology resources and structure maps.
