Add guidance on using issue labels to easily track issues across the organization

Each project and repository may choose to use labels differently. Some common best practices in labeling issues, such as, specific labels for bug reporting and feature requests will be helpful both in the adoption of development best practices and in monitoring some open source metrics at the org level.
