'Babylon Training Center' is the one we need to keep

need to please:

• check is any users have been assigned 'BABEL - TRAINING PHCC' and change assignment to 'Babylon Training Center'
• check if any data submitted against 'BABEL - TRAINING PHCC' and if so move it under 'Babylon Training Center'
• deactivate 'BABEL - TRAINING PHCC' so cant be used
