Logical models are currently used to model L2. But we need to make a separate decision on if we need to include Logical Models in the L3 artifacts.

This has an impact on how L4 uses L3.

As per the related issue on FML, Logical Models are part of the normative WHO content and are required to be included in WHO releases. The decision here is if there is a separate implementor/L4 community that wants to (re-)package WHO normative L3 content into something else.
