set up data dumps #124

create system of regularly scheduled data dumps; formats TBD

[ ] configure plumbing, /places/management/commands/*
[x] cron setup
[x] all toponyms, alpha
[ ] ??

Status July, 2024 Never addressed - not sure why 'configure plumbing was checked - unchecked it. Never decided what dumps would be useful to anyone. sql backups of the database (on the server) are 2.3gb. Dumps a good idea in theory, low priority IMO
