[x] Sync keys with chrome.storage.sync
[x] Add notification as optional permissions
[x] Add popup to set "isOnline friends" and ask for the permissions

Features:

[ ] Friend list

Extras:

[x] Open isonlineupdate.blogspot.com in a new tab using chrome.tabs.create
[x] Limit number of GET and PUT requests in order to avoid bot detecting
[x] Add a notice if the last user activity was before a week ago - the user may have uninstalled isOnline
