Document f49b81a7c03efe42b6adac6d5d3b6c9f (category "Twelve-Month Eval Docs") was in the 101004 distribution but was not included in later drops.

That sounds like a reasonable explanation. Hopefully the current protocol for data collection does not depend on fresh downloads from the original-source URLs when new versions are produced.
