Track stable ontology versions via tags and releases #130

After #129 is done, we could start a new convention of adding git tags for stable ontology versions that are to be used in exercises. We can then refer to these git tags in DART records of reader outputs.

Having resolved #129, I made and pushed the tag 2.1 on the repo. This allows linking to the ontology in two ways:

Using a Github URL specific to the tag: https://raw.githubusercontent.com/WorldModelers/Ontologies/2.1/CompositionalOntology_metadata.yml
Using the archive corresponding to the release associated with the tag (this contains all the files in the repo): https://github.com/WorldModelers/Ontologies/archive/refs/tags/2.1.zip
