Package python code #144

Related to #140

This PR doesn't yet add tests, but this could either be done with a top-level tests/ directory (python standard) or an internal tests/ directory in the src/wm_ontologies/ directory

I'm inclined to go with the other design. This will still be around if/when it is needed.
