D ^%ZIS on IOP="NULL" fails on some systems #13

This results in a failure to import meds.

The source of the problem is that VistA tries to open the home device (0) when in the web server. To prevent ^%ZIS from doing that, set %ZIS=0 before calling.

Fixed in commit: bcca7166f7607bb05f2756a977cb4ac7c0fe4e9c
