It turns out that SYNDHP69 sets the DUZ to 1 always, and that user may not be set-up properly in a FOIA system. This needs to change to the Synthea provider; and the provider needs to get the lab keys.
By the way, this is not ideal, as the lab tech is the person supposed to be doing the lab entry, but that's how the ISI importer works.
