Hide the Layer Manager on first visit #331

The Layer Manager takes up a decent chunk of screen real estate and is a bit intimidating. For first-time visitors, let's keep it hidden by default.

Make sure the new state works with Web Client Intro Tour. The layer manager is used on the last couple of steps and make sure it works with the new changes.
