Community Programmes module to succeed Spotlight.

Configuration and management for an arbitrary number of community programmes
- Fields: identifier, default start time, default duration, reminder offsets, spreadsheet details
Decoupling from spreadsheet format
- Define spreadsheet URL and column mapping on a per-programme basis
- Local caching? Is this useful? Can it be done w/o creating complexity for syncing/for moderators to manage the entries? (e.g. would be unacceptable to have to manually manage both the spreadsheet and the bot-stored list separately)
Automatic scheduling
- Automatically start and stop events at queued times, announce, send reminders
- Allow suspension and resumption (e.g. run and suspend subcommands?) of the scheduler in case of moderative need
Better queue mgmt integration than spotlight module

Future community programmes stuff: if using Google Drive/Sheets/Forms API, consider using "service account" for noninteractive logins, instead of a normal Google Account
