add link to mypapers page for 'logged-in' author #228

This is a first step towards an author curation portal. There should also be a form to insert paper ids to be processed

It's better to provide a link to the login page and require authors to provide their email address to log in instead of a direct link for the WB person selected in the submission form, as otherwise an author could select a different WB person and see all their papers.

Place request new person as button at the top right corner together with change user button. ACK portal as button bottom left. Add tooltip to ACK author portal button with the following text: "Access the author portal to curate information for your other papers "
