Proof papers not excluded by processing pipeline #264

Paper 00062531 was processed by the pipeline but only a proof pdf was present.

bug fixed in wbtools: https://github.com/WormBase/wbtools/commit/918a103a3299c14d832b822ca3da99f63216cb4c

And bumped wbtools required version in acknowledge: https://github.com/WormBase/ACKnowledge/commit/bf53b4ecad3d13e0e6922ff2c251d9dd415c8d31

@vanaukenk @draciti the bug has been fixed and the hotfix has been deployed to production

@valearna tested and it was working. seems good to close. Will keep an eye on incoming proof papers
