Set up a sentence classifier project within the ACKnowledge repo

This will serve as an EPIC for sentence level classification. Stories within the project will be something like

• [ ] Expression pattern sentence collection
• [ ] Catalytic activity sentence collection
• [ ] Expression pattern sentence training and so forth
