Increase reminder to authors #295

Based on feedback from TAGC, we want to increase reminders to authors. We currently send reminders every 2 weeks for 2 months, start by increasing every 2 weeks for 5 months. @vanaukenk , what do you think?

Done.

We had a spike in processing papers, so let's see how this works over the summer.
