Automatic selection of curator names based on IP address does not work correctly #78

The first page of several forms (including the curation status form) lets you select a curator name. This also has an IP address based system that preselect names based on who is connecting to the form. This is not working on the new system possibly because of the reverse proxy.

Implemented a solution based on cookies for the curation status form on dev

We need to discuss this with curators and show them the solution based on cookies

Tested and approved by curators. Ready to be deployed to prod.
