Include the chemicals in the chemical regulation sentence based on the Textpresso popularity score, include upto 3 chemicals--

  1. the most popular
  2. the least popular
  3. the one with average popularity

In case there are more than 3 chemicals, we include only the first 3 by descending popularity, and we include the total count of chemicals
