I also meet this exception in Win10 system. After start the new version v1.3.1071, there tip message: failed load control panel will be disable. But the version 1.3.578 can run well , so what change?

@elkan1788 there are tons of changes, for windows 10 and control panel exception, please open separate issue and upload log.
