Report function doesn't properly attach logs when reporting a tab of a person you have on ignore #442

Reproduction steps:

  1. Character A ignores Character B.
  2. Character A files a report from "Character B" tab
  3. For F-list staff, this doesn't attach the logs as reporting is supposed to do, and effectively "misfires" the report. It doesn't even attach blank logs, just no logs at all--which is strange.

For obvious reasons, you should probably coordinate with staff when attempting to troubleshoot/test/debug this issue, otherwise spamming reports could be a potential issue when attempting to fix this bug.

Workaround: If Character A unignores Character B and then files a report, the logs are properly attached.
