This was released publicly, I've added a fix for newer Apache version where HEAD was being wrongly set for GETs, there's also a couple of updates to allow newer versions of OpenSSL

I see that 4.1.0 is actually still available from ForgeRock in stash. So what I did was I pushed all the commits, tags, etc from the publicly available FR repo (stash) in this repo. That way no information is lost (tags, etc).

Could you rebase this PR so we get a PR with just the 3 commits you made? Thanks in advance!
