Upgrade Commons to Wren Parent 3.x w/. Latest Deps + Plugins + JDK 8

• Upgrades to wrensec-parent 3.0.0-M2, which:
  • Switches to JDK 8 compilation by default.
  • Makes several other changes to dependencies and build options.
  • Upgrades the versions of Maven Failsafe and Surefire that are needed to fix builds on JDK 8+. Versions of these plug-ins were hard-coded into authz-framework-functional-tests for no obvious reason; this has now been fixed.
• Removes hard-coded plugin versions from wrensec-parent.
• Upgrades to forgerock-ui 22.0.0-M2.

• Updates generic signatures for compatibility with AssertJ 3.x.
• Disambiguates assertThat(Promise) for AssertJ 3.x.
• Drops the Eclipse Java compiler from FR Util to avoid issues with bad generic type inference.
• Fixes-up api-descriptor to handle a breaking BigDecimal change in Swagger 1.5.11+.
• Revises tests + updates api-descriptor for Swagger 1.5.21 (see commit for details).
• Fixes Clirr comparisons and exclusions against Commons 20.x.
• Eliminates "LATEST or RELEASE" releases, which are now deprecated by Maven.
• Eliminates the use of <prerequisites> outside of Maven plug-in POMs.
• Fixes Commons tests that previously would fail when Surefire was run in single-threaded mode.
