BOM versus parent POM #29

Issue:

The current BOM is used as local POM hierarchy root which tempts people to add plugin configuration.
The current BOM is used as multimodule root POM which doesn't feel right. Parent POM in the project root should be the top-level POM in this project.

Inspiration:

Maven's own BOM is child of the parent and it is included in the parent in the same way as other projects are including it (i.e. via import scope).

Action:

I think we should switch the hierarchy and make the parent POM top-level and the BOM its child.
