The following changes have been performed to fix build of Javadoc and site:

Use annotations for maven-plugin-plugin.
- Remove useless maven-javadoc-plugin configuration.
Fix JavaDoc overview for i18n-core module.
Fix invalid header hierarchy ConstructorUtils.
