Use PGP keys as JAR dependency for maven plugin. Upgrade PGP verify maven plugin. #24

I have upgraded PGP verify maven plugin to the latest release. Afterwards artifact with trusted PGP keys has been configured as a dependency of the PGP verify plugin. So file with trusted PGP keys is on plugin's classpath and remote resource plugin could be removed.
