Upgrade plugin versions

Included changes:

• updated all plugin versions
• removed eclipse lifecycle plugin in favor of processing instructions
• parent now publishes resources (currently only PGP keys map file)
• prepare switching from master to main

Changes in PGP checking:

• I have enabled plugin dependency checking - this might be overkill (the original intention was to prevent grabbing non-trusted dependencies from FR's repositories... this is AFAIK no longer an issue).
• PGP keys map file is only for stuff in the project - this is how it should be as it does not make sense to define trusted keys for the whole Wren Security universe. Downstream projects should define their own keys file for their dependencies.
• This change deprecates https://github.com/WrenSecurity/wrensec-pgp-whitelist/ project.

It only took two days and I think this PR is not a good idea... or at least the part with signature verification. I will probably revert that and keep the other changes. The issue with the signature verification changes is that it will break more things than it will solve.
