Make plugins use package.json rather than meta.json

• Plugins are already close to being full node modules.
• Much of the information specified in the meta.json can also be specified in the package.json but in a much more standardised format.
• Doing so also allows npm to install plugin specific dependencies
• Opens the way to plugins being published individually on npm
